Projekt jest realizowany przez konsorcjum, w skład którego wchodzi 12 instytucji reprezentujące interesy państw członkowskich oraz 6 agencji Unii Europejskiej.
Członkowie konsorcjum projektu ENTRUSTED, w tym Polska Agencja Kosmiczna, tworzą sieć użytkowników rządowych (ang. network of governmental users – NoU), do której przyłączać się będą kolejne instytucje państw członkowskich oraz agencje UE bezpośrednio zainteresowane rozwojem bezpiecznej łączności satelitarnej.
